Abstract (EN)
Nowadays information and technology evolution has brought benefits to our lives in many areas, on the other hand, it has led to the emergence of cybercrime, a new type of criminality. Cybercrime has eliminated the geographical and political boundaries between states. Crime can be easily committed remotely anywhere in the world through information technology. That is why cybercrime is considered as a transnational crime. Regulations and measures taken on the national level are inadequate against these crimes and pose a threat to the peace and security of the international community. Therefore, the importance of cooperation between states in the fight against cybercrime is obvious. This study, which deals with cybercrime within the scope of international law, consists of three main chapters. In the first chapter, the historical development, concept, characteristics of cybercrime and other cyber threats separately from cyber crime are explained. In the second chapter, it sought to be evaluated by underscoring international and regional regulations to establish international cooperation in the fight against cybercrime. In the third chapter. In the third part, firstly, the challenges in fight against cybercrime arising from the nature of cybercrime and legal difficulties are presented. Specifically emphasis was placed on challenges at the level of international law. Finally, the international cooperation regime introduced by the Council of Europe Cyber Crime Convention to overcome the difficulties encountered in combating cybercrime was examined.
