Abstract (EN)
Violence, in international relations, can take the forms of war, aggression, coercion and terror. Terrorism, in particular, has gained new dimensions in the globalized world, and insofar as it impacts upon international peace and security, it has become a common concern for the international society. It is difficult for states to take action against international terrorism individually. Realist approaches based on military power are likely to prove ineffective in this regard. The concept of security has now expanded and deepened and non-state actors have become more effective than ever in the international system. For this reason, neoliberal institutionalist approaches tend to advocate pluralistic security theories based on collaboration. According to neoliberal institutionalism, the international system should be consolidated and cooperation should be strengthened through international institutions to prevent and combat terrorism. This is likely to be the only way to be successful against new terrorist organizations such as ISIS. ISIS with its religious ideology, loose organizational structure, financial resources, information technologies, foreign fighters and heavy weaponry was defeated only by way of international cooperation. But still, it cannot be said that ISIS has been completely defeated. The cooperative security approach should remain in place if there is to be an effective combat against international terrorism.
