Özet (EN)

The destruction caused by wars and armed conflicts has been a common problem of the international community from past to present. However, the international community did not learn from their experiences, and even today armed conflicts continue. As a result, civilians at the scene of armed conflict lose their lives, become crippled and become ill due to the effects of various weapons used. In addition, the state of armed conflict consumes or destroys resources that are indispensable for the survival of civilians. Civilians lose both their health and property during armed conflict. The state of armed conflict causes irreparable damage not only to civilians, but also to cultural assets, structures, historical artifacts and, more importantly, to the natural environment. Mankind concludes various international agreements to prevent or at least reduce these devastating effects of armed conflicts. This is where the humanitarian law comes into play and tries to bring it to the humanitarian level by bringing certain rules to armed conflicts.
