The importance and the role of the UN's in the fight against international terrorism

The UN which was established to maintain world peace after the World War II by the victorious countries could not open the common accepted definition of terrorism for signature. Although there are different definitions of terrorism in the state laws, it has seen that most of them are built upon common concepts but, consensus could not be a common definition. The issue of unidentified terrorism causes to have led different meaning installation to conventional ones such as global, international, transnational, Islamic terror which are changing the face with the global impact. The USA has launched the struggle against international terrorism in the case of Al-Qaeda after the September 11th attacks with the authority brought about as the permanent membership of the UN Security Council. While terrorism is continuing to use the impact of globalization rapidly, UN and the Security Council are struggling with some terrorist movements. Problems regarding the structure of the UN are voiced by both the heads of the states in UN General Assembly and the experts in academic circles. The aim of this thesis is to determine the importance and the role of the UN in the struggle against international terrorism and the structural obstacles in front of the role realization. International terrorism which has seen as the biggest threat to world peace in the 21st century is also important to be able to cause great human loss. Therefore, the research to be done, not only will contribute to the studies on legal regulations but also will help to see the problems in the structure of the UN. In the first chapter of the study it was intended to determine the definitional problems of terrorism issue with the light of historical and descriptive research techniques. In the second and third chapters, data collection techniques were used with using official documents and content analysis research conducted. Evaluating the results of the statistical analysis and content analysis, inferences were made. In this way, the role of the UN in combating international terrorism was evaluated inductively and by identifying structural shortcomings it was tried to reach the measures to be taken. As the UN, It seems to be impossible to play an active role in the struggle against international terrorism and to be in a position of anti-terror with the concerted structure in 1945. If the reform process of the structure didn?t gain speed, it is expected that the terrorism in the future would give losses as much as the wars do. It was concluded that one of the obstacles to the emergence of international terrorism and not to be prevented is the structure of the UN and the UN Security Council.
