Abstract (EN)

Sovereign Wealth Funds have gained popularity in the last 10 years and the number of asset funds has increased in many countries since 2001. The main source of the asset funds established worldwide is the oil export revenues, high foreign exchange reserves and current account surpluses. The most important reason for the increase in asset funds in recent years has been the sudden changes in global economic conditions. These changes have provided advantages for some countries and disadvantages for others. These advantages and disadvantages have led the countries to review their economic situation and take new measures. Asset funds have emerged as a set of measures aimed at preventing economic shocks and fluctuations that may be experienced by countries as a result of global economic changes and ensuring economic stability by ensuring the welfare of the next generation. For instance, Gulf Countries, which are rich in natural resources such as oil, have increased their export revenues to a great extent with the sudden increases in oil prices after the oil crisis in the 1970s and utilized these surplus revenues by establishing asset funds. Likewise, in line with the increasing energy demand in Asian countries, large foreign trade surpluses were achieved and new asset funds were established in the region. The asset fund, one of the newest applications of the financial system, was established in our country and became the focus of many discussions with its establishment. In this study, historical development, structure, activities, management and compliance with international standards of national asset funds, which is the newest application of financial system, are examined. In the course of this review, the asset fund of the four proven and successful countries around the world was discussed. In the 3rd part of the study Turkey Fund Assets that we have dealt with all aspects of 4-defined asset funds with the funds of the country it is determined by comparing all the pros and cons of direction.
