Abstract (EN)

Many scientists in Turkey and abroad define the way of Urartian Kingdom as a theocratic and centralized order. Theocratic is defined as the political order and power of religion held by the rulers of the political authority who is believed to be representatives of God. More simply this term means religion-based monagement format. In most of Ancient states traces of theocratic leadership is found. One of these states is Urartian. Most of the informations consist of religious sources about the history of the kingdom of Urartian. The inscription of Urartian begins with the phrases which are remembered with Gods and finish with these phrases again. Urartian kings achieve both their political and military activitres to gainthe satisfaction and pleasure of their Gods. This case shows how Urartian Kingdom cares religion in its political structure. So in the kingdom's management system, religion stands out, and it highly affects the method of management. Even if the central authority of the Urartians was not initially, as the kingdom strengthens, it has taken its power from religion. Kings of Urartians well as other kings of Anatolia perform their work on behalf of their Gods, sacrifice them and construct temples. Even when the militory expedition of the kings of Urartian resulted in victory, it was believed to have been achieved by the Gods. With this work by putting the connection between Urartian state organization and Urartian religion, the importance of religion in the state structure is wanted to be empnasized.
