Abstract (EN)

The matter of personal data protection has significant importance because of either raising number of processing data thanks to modern technology or the risk imposing by the processing. This importance lead us to a need to regulate the rights of the person whose data processed and the obligations of the processor. To meet this need, even though later than Europe, the Personal Data Protection Law n. 6698 has been enacted in 2016 and the regulation was completed. This thesis analyses the obligations of controller's and the liability of them, which exclusively emerged from civil law, when they violated these obligations. The Personal Data Protection Law n. 6698 and European Union's Regulations will be based of this work. This thesis is consisted of three chapters. In the first chapter, the international and national regulations of personal data protection are analysed as well as basic concepts. The principles of personal data protection and the obligations of controller are placed in the second chapter. In the final chapter, the legal compliances in the processing of personal data and the liability emerged from the violations of the obligations of controller are widely discussed and analysed.
