Barracks built by the Ottoman Empire in the Balkan's in the first half of the XIX. century

In the Ottoman Empire, which has an important place in World History studies and whose domestic and foreign policies began to weaken in the last century of its life, many innovative steps were taken in the political, administrative, and economic fields. After the unsuccessful renovation efforts during the reign of Selim III, with the gradual liquidation policies followed by Sultan II Mahmud, the centralization attempts of the Ottoman Empire increased. As a natural consequence of this, many developments have occurred in the social, economic, and military fields. Comprehensive policies implemented at the provincial level provide valuable examples for the study of these enterprises. To take the steps of innovation easily, the government and society had to collaborate. This requirement; reflected in the construction policies of the state, and the managed construction processes brought along institutionalization. The barracks, which are seen as the most important of these institutions, have a primary place in terms of the rejuvenation movements carried out by the Ottoman Empire. Because the barracks built in this period, have become private institutions with political, sociological, economic, and psychological goals, rather than just the places where the soldiers took shelter. Apart from economic and political reasons, it is seen that numerous infrastructure and reconstruction activities have a significant role in these developments; because, thanks to these projects, the provincial policies of the state became clear. Accordingly, we see that the construction of barracks draws trajectories from the center to the countryside, and these structures have become the basic tools that spread obedience and public order. This study includes attempts to develop a theory about the importance of the barracks in the emerging new order environment, at the same time, by focusing on Rumelia and using the archive materials of the period, to identify the successful and unsuccessful issues and to interpret the obstacles encountered in this direction.
