Abstract (EN)

Until the 20th century, the balance of power in the relations of the Palace and the High Porte differed cyclically. The Committee of Union and Progress, the successor of the Young Ottomans believing that the country's problems will be solved with the Second Constitutional Era forced Sultan Abdulhamid II and regime, which existed for thirty-three years, was once again changed with the Constitutional Monarchy. After the 31 March Incident, the Unionists dethroned Sultan Abdulhamid II. The constitutional amendments were made with the amendment of 1909 the Ottoman Basic Law. With the 1909 constitutional amendment, the parliamentary system was brought to the fore by limiting the sultan's powers. With declaration of the Second Constitutional Era, a new freedom environment was born. However, after a while, when the Committee of Union and Progress gained dominance in the state administration, the administration transformed from monarchy to oligarchy. During the period from 1908 until the abolition of the sultanate, useful information was given about the frequent government changes and the relations of the governments with the palace.
