Abstract (EN)
The aim of this study is to develop an achievement test for speaking skill in A2 level based on internationally valid speaking tests and Common European Framework of References in teaching Turkish as a foreign language in Turkey and to evaluate validity and reliability of the test. In the first part of the study, foreign language teaching, teaching Turkish as a foreign language, speaking skill and testing and evaluation issues are discussed. The second part consists of development of a sample speaking test and third part is dedicated to the discussion of validity and reliability of that exam according to the results obtained after its execution to 57 students who are from different backgrounds. Questions developed by taking Common European Framework of References and internationally valid speaking tests as reference but not used in the sample speaking test are presented in the appendices part as suggestions.
