In this study, which aims to teach values to foreign students learning Turkish through a mobile application and to reveal the effect of the application on students' understanding of values, quantitative research methods were preferred. Before the application phase of the research, the knowledge of ten radical values by foreign students learning Turkish was determined with an achievement test. Then, a mobile application was designed in order to teach ten radical values and the application was delivered to the students in the experimental group. In the Turkish teaching center where the application was carried out, these students learning Turkish as a foreign language were asked to download the prepared application via their smartphones and follow the screen contents in the application. The research data obtained by using the semi-experimental design were analyzed and evaluated in the SPSS package program. At the beginning and end of the application, an evaluation exam prepared by the researcher after receiving expert opinion was applied to the students as a pre-test and post-test via the mobile application, and at the end of the research, it was determined that the value teaching application offered through the mobile application positively affected the students learning Turkish as a foreign language's understanding of values. It was also observed that the students had positive views on radical values and the prepared mobile application.
