Abstract (EN)
The works of public-works and substructure which needs a large financing is formed by joining a local or a foreign special section, this is made by associated enterprise companies with a contract. These establishments which are operated for a determined period have a profit by its income, later this organization which is active might be transfered to a public administration or might be specialized to the public, this is called the model of BOT.
