Artificial intelligence governance and public services:Concepts, theories and applications

In thesis research, the impact of artificial intelligence systems used in many areas such as education, transportation and health on the decision-making processes in the field of public security services has been examined within the scope of artificial intelligence governance. There is no scientific study on the phenomenon of artificial intelligence governance in the current Turkish literature. For this reason, concepts, theories and applications for public services, specifically artificial intelligence governance and public security policies, have been examined comprehensively. Artificial intelligence systems used in various fields within the context of public services have been analyzed in terms of their applications especially in the field of public security, as well as in other public service fields. Thus, the risks and advantages of artificial intelligence technology, which is a new actor in the process of creating public policies within the scope of the governance approach, were examined in detail. In the research conducted with the comparative analysis method, secondary data obtained as a result of literature review was used. The artificial intelligence practices and policies in the field of public security of countries such as the United States (USA), China, Singapore, Canada and Germany, which are pioneers in the field of artificial intelligence technology were examined comparatively with Turkey and Turkey's current situation in the field of artificial intelligence governance was revealed.
