The impact of artificial intelligence on public security: The case of Türkiye

As technology and digitalization rapidly enter every aspect of our lives, the security sector has also been affected by these developments. The concept and applications of artificial intelligence have gained importance with the idea that the tasks that the human brain can do and even more can be done by machines. Since artificial intelligence has large amounts of data and computing power, it plays an important role in the security sector in identifying, detecting, prioritizing risks, predicting and eliminating threats with devices based on risk modeling and algorithmic learning procedure. Artificial intelligence has become an integral part of security for the decision-making actors of the security bureaucracy. For this reason, recognizing and introducing artificial intelligence and investigating the reflections of developments in this field on public administration and policies primarily attract the attention of public policy makers and practitioners. This thesis focuses on the literature of AI in the field of public administration and public security. The purpose of this thesis is to investigate the impact of artificial intelligence on public administration and public security. The development and integration of artificial intelligence applications in the field of public security has a critical role for the success of today and the future. In this context, this thesis is original with the field perspective it will bring to the literature and aims to add new achievements in the field. This study examines the conceptual framework of artificial intelligence in depth, investigating its types, historical development and future expectations. In this regard, the study is generally based on literature review. The data obtained within the scope of the study was collected from secondary sources. In addition, it evaluates the reflections of artificial intelligence on public administration and public security and analyzes the role and impact of artificial intelligence in public administration and ensuring security within the framework of a deductive approach. The use of artificial intelligence technologies increases efficiency and provides better service delivery in the fields of public administration and security. Artificial intelligence for Turkish public security; Face and license plate recognition, surveillance with UAVs, play an active role in crime analysis and prevention, enable strategic use of predictive law enforcement resources, and require ethical and legal regulations. These technologies help solve complex problems and accelerate decision-making processes by using them in areas such as fast and effective analysis of large data sets, automation of services and development of crime prevention strategies.
