The evaluation of the Investment Monitoring and Coordination Department within the whole-state: Malatya sample

The growth of cities has brought some problems. In order to solve these problems, special administrative units called Metropolitan Municipality were established and the service area was expanded over the years. By means of the Law,No. 6360 enacted in 2012, the service border of the Metropolitan Municipality was overlaid with the provincial border and the practice called Whole-State Management was extended to 30 metropolitan areas. In these 30 metropolitan cities, special provincial administrations were abolished by the same law and the Investment Monitoring and Coordination Directorate (YIKOB) was established. This study was carried out in Malatya province so as to determine the role and function of YIKOBs within the scope of Whole State Management. In addition to theoretical research face-to-face interviews were conducted with YIKOB Chairman, Administrative and Financial Affairs Manager, Strategy and Coordination Manager, Natural Resources, Licenses and Cultural Assets Manager, 112 Emergency Call Center Manager and the Branch Road Manager of the Department of Road Maintenance and Infrastructure Coordination. Within the framework of the interviews, it was found that as a part of the Whole-State Administration, significant shortcomings were found to be lacking in some issues and restricted to legislation, rather than forcing the local government units to facilitate their work, not to interfere in the city administration, and not as an actor but as an investment office.
