Abstract (EN)
In order to be economically strong and to increase their financial activities, states offer incentives such as citizenship and residence by investing in foreigners. The acquisition of citizenship by investment has started to take place in the country's policies of states since the 1980s. Turkey, on the other hand, has met the concept of 'citizenship by investment', which is a citizenship acquired subsequently and optionally with the decision of the competent authority, with the change in the Regulation on the Implementation of the Turkish Citizenship Law in 2016. Due to the fact that the acquisition and loss of citizenship by investment is in a sensitive area subject to the reserved authority of states such as citizenship law, it has many different debates at the national and international level; partly because it is a new field, it has caused various problems. Within the scope of this thesis, the conditions for acquiring citizenship through investment in Turkish law will be examined, and solutions will be presented for the gaps and problems identified by comparing them with the investment programs organized in other countries.
