The life of Yaver-i Ekrem Nusret Pasha and his practices for the settlement of the immigrants

Sultan II. Nusret Pasha, who started his career as a civil servant by being educated under the auspices of Mahmud II. He served the state at various levels for many years, including the period of Abdülhamid. Nusret Pasha, who was the border commander in strategic locations such as Serbia and Rethymno, also performed governorship duties. Nusret Pasha, who was kept under the protection of the central government due to his successes during his military and administrative duties, was awarded both domestic and foreign states for the protection, settlement and subsistence of the immigrants who flocked to Anatolia. This study aims to examine how the Ottoman Empire acted in the face of the migration of millions of people, what measures it took, what kind of practical solutions it developed in the issue of housing and subsistence, through Nusret Pasha, who was personally interested in these issues. Although Nusret Pasha's life and ideas will be mentioned in this study, the weight of the study will be Nusret Pasha's activities for the immigrants. In addition to the documents presented by the Ottoman Archives, the subject and process integrity will be tried to be conveyed chronologically by using various documents and research and examination works. Although Nusret Pasha's carried utmost care and initiative in his activities out on the resettlement of immigrants, his sometimes caused problems with other high-level bureaucrats of the state, especially his humanitarian attitude and ability to make quick decisions, considering the interests of the state, created a common path. It looks that Nusret Pasha showed a high level of success in the housing and subsistence of the immigrants.
