Abstract (EN)

The first emergence of today's social security systems occurred in Continental Europe as a result of industrialization movements that began with the widespread use of machinery. Efforts to ensure the continuity of the increasing production and enrichment in economies with industrialization led to the necessity of new rights to be created for the protection of workers' rights, and at this point, social security systems were seen as a solution area. Although it was affected by developments in the world, the emergence of the Turkish social security system in the modern sense was not created for the protection of workers' rights, but rather for the purpose of preventing the disintegration of the state, as in all innovation movements during the Tanzimat Period. In the following years, Turkey was under the influence of many developments, both international and national, and sought improvements in the social security system. By the end of the 20th century, the structural, administrative and economic problems that emerged in the Turkish social security system became the main reasons for a collapse by becoming unable to meet the needs of modern social security, while efforts for improvement inevitably gave way to a search for permanent reform. In the same period, the change movement that emerged in the Turkish public administration system in line with the philosophy of New Public Management paved the way for transformation in social security. The social security service provided by three separate institutions that are far from transparency and accountability and managed by closed administrations has constituted one of the biggest obstacles to the provision of justice. When the complexity of social security legislation is added to the scattered and cumbersome structure of the institutions, it has not been possible to fully use the constitutional rights of citizens to social security before the transformation, and the provision of fair, equal, sustainable and transparent, effective, fast and efficient service in the Turkish social security system has not been achieved. With the transformation, the Turkish social security system has been completely changed by adhering to modern social security principles and rights. It is seen that an attempt is being made to establish a social security system where ethical, open, bureaucratic and paperwork-reducing and autonomous structuring is established; the service is brought to the closest place to the citizen and the use of information technologies is widespread, and employee and citizen satisfaction within the organization is emphasized. The understanding that prioritizes institutions, bureaucratic structure and inputs is giving way to a new social security management understanding that directs its direction to citizen satisfaction and the quality of the services provided. The stable continuity of the new management approach and the expansion of sustainable and high-quality social security will contribute to the fair distribution of social income and the preservation of social peace.
