In our country, as in the whole world, the rate of meeting the increasing energy need by fossil-based energy sources, which are exhausted and have a lot of negative environmental effects, is gradually decreasing. On the other hand, the prevalence of RES's usage is increasing with the collaborations developed with the support of energy storage systems. The aim of this thesis is to design an energy system based on RES, off grid, supported by energy storage systems that may be needed due to geographical, physical conditions and economic reasons, and to control this energy system using smart algorithms developed with the embedded code generation method. For this purpose, the design, simulation and implementation of an off-grid DC energy management system has been carried out. RES based energy management system; It consists of an energy production unit formed by choosing PV panels, an energy storage and support unit formed by choosing batteries, and a load unit. Power circuits and control algorithms have been developed in order to ensure that both the internal controls of these units and the energy flow between these units and load demand are met in a stable and continuous manner. These power circuits and control algorithms perform the MPPT control of the PV panels for the power generation unit, and charge or discharge controls for the energy storage and support unit. For all these controls, two different control algorithms, fuzzy logic controller-based and fuzzy logic PID controller-based, have been developed. An algorithm has also been developed to determine the SoC data of the batteries, which play a key role in the energy flow between the units. The ADC sampling frequency and the switching frequency of the DC-DC converters used for the control of the system were determined as 10 KHz. PSIM software was used for the simulation studies of the energy management system, and the TMS320F28335 digital signal processor produced by Texas Instruments was used for the application studies. In the RES-based energy management system developed within the scope of this thesis, seven different system operating states have been determined for different states of energy production, energy storage and support units and the load(s) to be connected to the system. The control of the switching signals of DC-DC converters is carried out autonomously by the developed control algorithms, both in line with the requirements of the system and in line with the requirements of the relevant operating state.
