Abstract (EN)

By the end of the 1800s, a rapid increase in the urbanization process in the world has ocurred. As a result, the population in some cities around the world has increased rapidly. As a consequence of this rapid population growth, the service diversity of local administrations has increased and the classical administration approach has become inadequate regarding the administration of these cities. Therefore, new metropolitan administration models have been developed for the administration of these cities which have transformed into metropolitans. A significant increase in the rate of urbanization has also occurred in Turkey with the 1980s, and rapid population growth has been noticed in some cities. As a result, there has also been a switch to the metropolitan administration model in Turkey. The idea of metropolitan municipal administration, which started with the law numbered 3030 in 1984, has undergone various changes with the law numbered 5216 and then with the law numbered 6360. The central theme of the study is the effect of the metropolitan municipal administration in local politics in Turkey. Especially within the context of the law numbered 6360, which is the latest legal regulation, its effects on local politics, participation and representation, centralization at the local level and urban rent have been examined. In the light of the research, its positive and negative effects have been determined, and developing solution suggestions to eliminate the negative effects has been aimed.
