Social policy in the context of local authorities: Eskişehir Metropolitan Municipality example

Municipalities have had an important role on practicing socialassistance and services since their existence in the first place. The practises in the scope of the social politics to aim to achive by the centralauthority in the first place, started to undertake by local authorities with spreading neo-liberal politicsal lover the World under the name of globalization and in this sense municipalities have transformed into reliablein stuitions. Although, central authourity is entitled to practising social politics in Turkey, local authorities especially municipalities have been coming into prominence on developing social services to wards public in recent years. Central authorities' social politics services area bleto provide by local authorities support. Because local authorities have the edge over determining social needs of public than central authorities. In this study, local authorities social politics determined by central authoritesand practises by local authorities for these social politics are researched. In the first chapter, description of local authorities in literature and relation between these authorities and central authority, structures of political and managerial perspective researched. In these condpart of this chapter, universal definition of social politics, elements, goal sand tools of social politics and view of Turkey's social politcs are researched. In these second chapter, reasons of localization and decentralizaon of tasks central authorites's responsibilities and tasks are researched. In this chapter, local specified social politics and practises are analyzed via subtitles. In the third chapter, social politics practises and legal back grounds of Turkey's social politics, and in this perspective on going social services and politics of Eskişehir Metropolitan Municipality are researched.
