Cloud computing technology usage in local governments: Evaluation of current situation and future

Since the 1950s, when computers began to enter human life, computers and information systems have continued to evolve. In this development stage, first of all, the central sized computers were used and after that, with the development of semiconductor technology, computers became cheaper in small sizes and centralized information systems were replaced by distributed systems. Due to the widespread use of the İnternet in the 1990s, information systems have been developed in terms of quality and quantity, and the centralization of information systems has become a cost-effective alternative. In addition, the need for information systems to take a flexible form in accordance with the dynamic structure of the İnternet and the introduction of complex information systems into an easily manageable form are among the requirements in this process. As a concept that emerged in the early 2000s in order to solve these needs from a holistic perspective, cloud computing is based on leasing infrastructures of information systems with flexible pricing models. In the research, the methods of examining the world examples and determining the current situation in our country by means of survey and oral interviews were used. As a result of the research, it is concluded that public infrastructure should be prepared for the public. The strategic, legal and technical level related to these suggestions and evaluations are given. On the other hand, based on the results of the survey, a benefit-cost analysis for the use of cloud computing in public information systems has been revealed by making recommendations on possible uses of cloud computing, reducing the risks of cloud computing and the role of cloud computing in public investment and procurement processes.
