Abstract (EN)

Poverty is the situation in which people do not have the necessary military conditions to maintain their lives. Many factors such as migration, racism, crises and segregation lead to poverty and the development levels of countries are shaped in this direction. In the prevention of urban poverty, the primary institutions are local governments. With the help of effective communication with the local people and non-governmental organizations, the division of labor can be prevented by methods such as assistance to the poor, and employment to the unemployed. Poverty is partly at household level. For this reason, meticulously designed household solutions are needed to address its versatile quality. This is, of course, not an easy commitment, given the nature of the governance structure, which is basically formatted to provide extension services. Politically, poverty is a universal phenomenon affecting the socio-economic and political well-being of its victims. Successful governments at local, state and national levels are struggling to combat poverty through various programs. Recently, the role of local governments in the fight against urban poverty has increased. When we look at the present day, the policies on poverty have increased and the studies on the causes of poverty, how to fight it and how to deal with it have increased. Globalization, decentralization and adaptation to the European Union have brought up the issue of expanding the powers of local governments, as transparency in public administration, public participation and democratic governance principles are required. In addition to the central government, it is seen that the local administrations, which are closer to the local people, have also increased their responsibility for poverty. The importance of local policies as well as general policies has increased. Therefore, the municipalities which are the local government units have important works in this regard. In this study, it is aimed to make descriptive analysis of ocial municipality practices carried out by Yalova Municipality in the context of combating urban poverty. In this context,the activity reports and official data of municipality are calassified and presented in simple tables. In addition the data obtained through the semi-scructured interview form by four social workers working in Women's and family service directorate of the municipality and researcher was evaluated with qualitative research techniques and findings were presented in the third section.
