Social policy implementations of local administrations towards elimination of inequality of the opportunity disabled people faces: Example of IMM

This paper aims to study inequalities of opportuniy for people with disabilities in their social life and also examines social policy activities of local administrations in order to prevent and eliminate these inequalities in terms of legislation and social municipality. Since solutions to accessibility issue that is one of the major problems experienced by people with disabilities in their daily lives have not implemented in predicted times, people with disabilities would face problems to access public institutions. While there are many studies that local governments have made about people with disabilities and it is observed that accessibility problem is the most important among their problems and local administrations are most responsible for that problem, so they have more concentrated on that problem. In order to resolve the problem of social disclusion and inequalities of opportunity experienced by people with disabilities, barriers to access information technologies must eliminated and those people must be informed about positive discrimination for themselves. This paper reports studies of Istanbul Metropolitan Municipality with its affiliates and subsidiaries about people with disabilities that is main group among disadvantaged groups, also this paper makes solution suggestions about the some issues those still have inadequacies.
