Green public procurements; the sustainability transformation of public expenditures

This study examines green public procurement as a strategic tool for achieving sustainable development goals. The study aims to establish the conceptual framework of green public procurement, analyze practices worldwide and particularly in the EU, and develop policy recommendations for Turkey. Research findings show that public procurement accounts for approximately 12% of GDP in OECD countries and up to 30% in developing countries. While the EU supports green public procurement policy with a comprehensive legal framework and institutional structure, Turkey still lacks a systematic approach. The study concludes that for effective implementation of green public procurement in Turkey, it is necessary to strengthen the legal framework, develop institutional capacity, increase funding sources, and raise awareness levels. Achieving this transformation is critical for leaving a more livable environment for future generations.
