The effect on poverty alleviation of public works program: A research in Antalya

Abstract (EN)

The aim of this study is to reveal effect of public works program on poverty reduction with respect to economy-politic perspective. Institutions such as World Bank and OECD have emphasized that active labour market policies and workfare program are an important struggle way for poverty alleviation. In this study, it has been adopted the basic assumptions of critical theory relating to public works which is in the workfare program. The field study is designed in accordance with qualitative research for the purpose of research. Data collection has been done through in-depth interview and observation method. In the study, 16 people who are participated into public works program have been interviewed and obtained interviews have been textualized approximately 150 pages. As a result of analysis, public works program which is presented as struggle against poverty employ individuals for fixed term contract and this situation makes it hard to argue that work reduces poverty. The second result generated from the research is the link between activization and poverty. Participants have work in other jobs before public works program and have been actively involved in their working life in the current conditions. Another result from research findings is that the interviewer's training is related to the work what they are doing, not the development of professional qualifications as stated in the instruction. In this case, interviewers who have completed their term of employment can not qualify and turn to new jobs after leaving the program.
