Abstract (EN)

Government has shown itself in society from people living together. Management is handled from Ancient Greek in most sources but previous studies are available also. In this context, it took its final shape with different opinions and applications by depending on needs and the state of society's structure. Due to the inadequacy of the central government local governments have emerged over time. The services offered by the close units are more possitive in terms of effectiveness and efficiency. Therefore, the central government are reduced in most countries, it was expanded service areas of local government. Reforms initiated in our country, especially with the decentralization movement in the Ottoman Empire was continued in the aftermath of the Republic. Recent studies conducted on behalf of local governments in our country has entered into force in 2014 under the name "On Üç İlde Büyükşehir Belediyesi Ve Yirmi Altı İlçe Kurulması İle Bazı Kanun Ve Kanun Hükmünde Kararnamelerde Değişiklik Yapılmasına Dair Kanun". The law contains fundamental changes about local government in our country In the study, management science and public administration discussed in terms of political thought and historical applications. Local governments were examined in the historical context of both our countries in the world and metropolitan municipalities were evaluated separately in the study. Law No. 6360, had been interpreted considering the historical stages of management science and solutions are presented in the last part of the study.
