The effect of governance paradigm shift on Turkish Public Administration

Public administration is not a static but a dynamic process, and for this reason, it has undergone a continuous change in the historical process. Starting from the organization of the clan, tribe, kingdom, principality, principality, empire, the Weberist nation state and gradually in the journey towards the transnational global state, at the present point, while transforming from a protective and interventionist state to a minimal state, the public organization or state administration characteristic of every period, They differed from each other in terms of their duties and functions. Especially after the 1970s, the paradigm in the public administration, which became increasingly evident after the 1970s, had reflections on the public administrations of other countries of the world, especially in European countries, and on Turkish public administration in many areas. In this study, how the "new public administration" has changed the understanding of "public administration" from the past to the present, what the factors influencing this change and how the Turkish public administration was affected by this was evaluated. The study has been handled in; the emergence and historical development of the concept of administration and the concept of state and its transition from traditional public administration to post-modern public administration, changing state forms with the modernization of public administration and public administration organization types this change of paradigm shift in public administration and public administration in the world and the repercussions that Turkey was going on section and some suggestions.
