Abstract (EN)

The Turkish-type presidential system is a political organisation that entered into force in Turkey in 2018. In this system, the president is both the head of state and the head of government. The president is directly elected by the people and has broad powers. The president has more control over the executive branch and the council of ministers reports directly to the president. In this system, while the powers of the parliament are restricted, the decision-making process of the president is accelerated and more effective executive power is obtained. The US-type presidential system is an organisation implemented in the United States of America and forms the basis of the federal system. In this system, the head of the state and the head of the government is the president. The president is indirectly elected and built on the principle of separation of powers. The president has powers independent of the legislature, the Congress. The executive power of the president is subject to certain limitations by the Congress and the judiciary also functions independently. There are some differences between the Turkish presidential system and the US presidential system. While the Turkish presidential system represents a structure in which the powers of the president are expanded and the powers of the legislature are limited, the US presidential system is based on the principle of separation of powers and the existence of independent institutions. Both systems produce different results in accordance with different political and social conditions and have their own advantages and disadvantages. Therefore, the aim of this study is to compare the presidential system and the Turkish Type presidential system in terms of governance. In the study, qualitative research methods were used and books, scientific articles, theses, dissertations, newspaper articles and internet sites in the field of International Relations were utilised. In this way, as the research progresses with the research method, the opportunity to change and renew within new information has been gained and in this direction, answers to the research questions have been tried to be found. The importance of the study is to examine this system in all details in the managerial sense and to shed light on the next studies by making necessary contributions to the literature.
