The effects of governance culture on local politics: The case of Çorum

The purpose of the study is to examine the information exchange and authority sharing between the governorship, special provincial administration, and municipality in Çorum, according to objectives of the LA21; to determine the dimensions of these exchanges and shares and to interpret their contribution to local politics. The methodology of the research is revealed by the intersection of semi-structured interview and discourse analysis in the qualitative method, the data evaluated inductively in the case study pattern. The research is limited to the public administrations in the central district of Çorum and based on how these administrations are related to each other in the real environment; whether these institutions act only by legal provisions with a sense of governance; what are the situations in which there is disagreement about the realization of a joint activity; to what extent does the personal attitudes of the corporate managers affect the success of the goods and services to be produced in the governance process; it focuses on the questions of whether institutions have superiority over each other in the sharing of authority. Its scope is to evaluate the contribution of the functionality of authority-sharing to local institutional politics in Çorum through the LA21 targets. In the research, it was found that all three administrations often acted with the awareness of governance; in the services required to act together, the priority of the institution changes according to the type of service; that there are other methods used besides the legal provisions to act with a sense of governance; the situations in which there is disagreement change according to the centralized or decentralized structure of the institutions; the personal attitudes of the corporate managers directly affect the success of the goods and services to be produced in the governance process; the governorship and the special provincial administration do not share authority with other institutions, in contrary the municipality; and the municipality has advantages in governance due to its autonomy.
