Relations between Turkey and the EU began when Turkey applied for membership in the European Economic Community in 1959. These bilateral relations, which began in 1959, still continue today. In relations between Turkey and the EU, the EU's ambivalent /ambiguous behavior towards Turkey has prevented Turkey from becoming a full member of the EU. While many countries that later applied for membership from Turkey, which do not have as much economic and political potential as Turkey, are accepted as members of the EU, Turkey's failure to be accepted into the EU creates a negative situation The EU's ambivalent / ambiguous approach to Turkey and the sometimes contradictory rhetoric of EU leaders in favor of and against Turkey have formed the idea that Turkey is in a "foreign" position in Turkey-EU relations, as defined by Zygmunt Bauman. The focus of this research is the study of Turkey - EU relations from the perspective of Zygmunt Bauman's foreign concept.For this purpose, the EU's rhetoric in favor of and against Turkey has been evaluated and it has been stated that the EU considers Turkey as a foreigner.
