The epistemological conflict in the narratives of elementary school textbooks (1908-1924): Islamic and secular insights into education

This study elaborates on the penetration of the secular point of view to the primary school textbooks that were theoretically rooted in a religious tarbiyah philosophy in the Second Constitutional Period. On one hand, it seeks the secularizing vision of the new pedagogy on the school subjects faced the challenge of modern scientific thought that had gained strength throughout the nineteenth century. On the other, it argues that the adaptation of the scientific discourse to the religious tarbiyah, legitimized the hold of the religious view on education. Focusing on religion, history and civics instruction through textbooks, it examines epistemological inconsistencies and dissenting ideological opinions in the state-approved school knowledge written by various authors. It illustrates the philosophy of education as evidenced in the curriculum of 1913 and highlights the alternative narratives of authors contrasting from one another and differentiating from the state guidelines. Thus it traces the discursive ideological standpoints in textbooks and off-the curriculum narratives which had both Islamist and ethno-secular propensities. The study provides answer to the question of where school texts contributed to the production and reinforcement of the Ottoman-Muslim nationalism, and on the other hand, to what extent they became tools for developing alternative school knowledge, opposing and transgressing the given guidelines of standardized curriculums. It reveals the reflections of the conflict between Islamic and secularist policy of the Unionist period through themes such as religion, history, national consciousness, homeland, civilization and backwardness.

Turkish Airlines as a soft power tool in the context of Turkish foreign policy

The aim of the thesis is to demonstrate the close relationship between Turkish Airlines and Turkish foreign policy. Overall, it is found that Turkish Airlines as a national airline company has always been affected by the developments in Turkish foreign policy in history. However, since the 1980s Turkish Airlines has been openly used by Turkey as a foreign policy tool to facilitate its opening up to new countries, regions and continents. It is also suggested that despite the privatization of Turkish Airlines, the Turkish state is still very influential in the decision-making process that manifests itself in the area of foreign policy. In that sense, Turkish Airlines acts in accordance with the two main pillars of Turkey in the Middle East, which are establishing visa free travel and signing free trade agreements with the countries in the region. Furthermore, Turkish Airlines is a major tool of Turkey?s opening to the African continent not only with its flights but also its contribution to humanitarian aid. In the former Soviet Union and the Balkans, Turkish Airlines contributes to Turkey?s political, economic and cultural potential to develop close ties with the countries that declared their independence in the post-Cold War period. The involvement of Turkish Airlines in those regions parallel to the developments in Turkish foreign policy adds up to Turkey?s attraction in the minds of foreign people. Hence, Turkish Airlines as a national airline company has become a soft power tool that promotes Turkey?s image and the ability to influence the behavior of others to get the outcomes that it desires.

Reflections of the global implementation of intellectual property rights on pharmaceutical policies: The case of Turkey

This thesis examines how the pharmaceutical policies are affected by the global implementation of intellectual property rights (IPRs) in the era of neoliberal globalization and, in return, how these policies affect the pharmaceutical sector and multinational pharmaceutical companies (MPCs), which are the main actors of this implementation process. For this objective, the study is organized in three chapters where first, the global implementation of IPRs is examined; second, the pharmaceutical policies affected by this implementation are discussed and last, their reflections in Turkey are explored. During the thesis, the literature reviews on IPRs and pharmaceutical policies are reinforced with the examination of sector reports, media scans, press releases and interviews for the aim of studying this dynamic political process. In the particular case of Turkey, the current situation is the result of a long process going back to the 1960s, since when the interests of different actors are facing each other. It is undeniable that the global implementation of IPRs creates a favorable atmosphere for MPCs, affects the domestic sector negatively, and results in increasing public pharmaceutical expenditures. For that reason, the Turkish government has conducted cost containment policies aimed especially at these drugs in question, relying on its monospony position. However, according to another result, there has not yet been a violent confrontation between MPCs and the Turkish government. Moreover, there is a tendency to loosen the tension between them. For that reason, it is believed that the current political situation will be unbalanced in the near future.

Farmer support regime and political economy of agricultural reform: Transformation of Turkish agricultural policy in the post-2000 era

This thesis analyzes the changing dynamics in post-2000 agricultural policy making in Turkey in terms of populist electoral tradition in relation to the international and domestic policy dynamics. The focus of the study is early 2000s when the reform moves gained a renewed pace as a result of the international pressures? winning leverage over the incumbent governments of the era following the 2001 economic crisis. The thesis takes a snapshot of the trajectories in agricultural policy making and reform efforts in the sector and reveals the changing nature of governmental policy attitude towards agriculture in the early 2000s While analyzing the evolution of the agricultural support regime and policy making in Turkey of the Justice and Development Party (AKP) government era, starting from 2002 until 2011, the international and domestic roots of the reform move and the erratic governmental policy and discourse changes towards the agricultural sector are traced. The main hypothesis of the thesis is that the early years of the AKP rule do not exemplify a deviation from populist policy tradition in Turkish agriculture but was more of an ?obligated? policy transfer to save the day. The initial reason for AKP?s seemingly leading away from populist-corporatist electoral tradition in agriculture was mainly because of the AKP?s weak capacity in handling electoral promises and populist legacy while trying to adhere to its promises to international pressure groups and lack of an innovative and comprehensive policy alternative rivalling the reform designs of the World Bank and IMF. However, once it gained more political power with the help of a more stable economic and political environment and ensured some space to wriggle out of IMF constraints, the initial determination for reform on part of the AKP government did not last long and agricultural policy making started to move back again on the populist-corporatist electoral track with the introduction of agricultural policies deviating from the IMF and the WTO principles and original aims of the WB backed ARIP. In the end, the populist tradition in agriculture survived a new wave of reform pressure striking a happy medium with the old and new policies for the sake of the new giving way to a hybrid and disorienting agricultural regime with the future prospects of hatching into new and more radical policy reforms.

Morality, loyalty and citizenship: Youth organization in interwar Albania

This study explores the interwar Albanian state youth organizations, the National Entity "The Albanian Youth" and the Federation of Artistic and Sports Associations "The Albanian Brotherhood." They constitute the first examples of the Ministry of Culture, Youth and Sports that we find in present day Albania. These institutions, which related youth, education, sports and culture to a patriotic platform that deeply affected the political culture in the country, become for the first time the subject of a particular socio-historical research. This study proposes that these institutions advanced a project of citizenship for Albanian society. This project consists in the organization of national society through the youth and by projecting onto the city youth the good citizenship. Approaching national citizenship as being political this study suggests that the city emerges at the same time as a space of subversion of and compliance to power. This works stands in the intersection of education, citizenship, and youth studies and it is based on the examination of many original documents that were not explored previously. Youth represents its key concept and term. The other dimensions, loyalty and morality, emerged as key elements in understanding diverse aspects of the good citizenship. The idea that intellectual elites could shape society according to what they regarded as "developed," "western," and "civilized," patterned the state's and regime's logics of creating the good citizen. Nevertheless, this study shows that the values the state youth organizations promoted and the practices they advanced cannot be simply regarded as state or elite projects. On the contrary, they were the product of the interaction of multiple actors and dynamics that founded and shaped the state itself.

The 1948 economic congress: An attempt at the political re-organization of the merchants in Turkey

This thesis explores the relationship between the state and private entrepreneurs during the period of return to multi-party politics in Turkey. Taking the 1948 Economic Congress of Turkey as its case, and the merchants in Turkey as its main agent, it argues that from the vantage point of merchants, the economic transition to agriculture-led growth was contingent on the class struggle during the said period. The process therefore was not a political rupture but represented a continuity in terms of capital accumulation strategies. 1948 Economic Congress of Turkey in this junction, acted as the forum through which the merchants debated their economic-corporate interests. Using proceedings books, published reports of the congress, newspaper articles by prominent intellectuals, annals of participating chambers and national assembly records, the research revealed that private entrepreneurs had no intention of dismantling the state presence in and over economy but expected the institutional transformation of the relationship between the state and themselves. In addition to their demands of economic rationalization in state apparatus and formation of institutions that would allow them direct channels into economic policy-making processes, merchants demanded the state to act as the collective capitalist by using redistributive policy to promote the intensification and centralization of capital.

Finance and the bourgeoisie: The establishment of private sector banking in Turkey (1946-1958)

This study, a major premise of which is that finance cannot be considered separately from socio-political power relations, examines the rise of private sector banking in relation to the transformation of the bourgeoisie in Turkey after the Second World War. By looking at the financial sector in the 1950s in a historical and social context, this work tries to assign hitherto neglected finance its place. Stipulating that in late-capitalized countries finance capital organizations usually emerge as conglomerates, the study attempts to contextualize the developments in the finance sector and the rise of the bourgeoisie in the post-war period to understand the emergence of finance capital and conglomerates in Turkey.

Women in change: Female teachers and middle class in the 1940s-1950s

This study examines the extent of liberation the middle class, educated, and working women enjoyed in Turkey during the 1940s-1950s, together with its restriction within the rules of the family, class and society. For this aim, interviews were conducted with eleven, female, middle class teachers who worked in secondary schools during the1940s and the 1950s. The concept of "liberation" is taken in a narrow sense in this study, referring only to the ability to direct their own lives and making life-changing choices such as about education, work life, and marriage without pressure. Secondary education teachers, working in junior high / high schools, were selected specifically, as they were required to receive university-level (faculty or institute) education in contrast to primary school teachers in the time period concerned.

The struggling tobacco policies: Political economy of tobacco in Turkey, 1938 – 1984

This study examines the political economy of the Turkish tobacco market between 1938 and 1984. It discusses the struggling tobacco policies of the market actors, including TEKEL, the merchants, experts, and producers. The discussion is based primarily on documents from the Prime Ministry State Archives and personal archives of two high-ranking Monopoly managers, four different sector journals, newspaper reports, congress proceedings and interviews with sector representatives. The conclusions reached are both informative and challenging for the modern Turkish historiography. This dissertation first concludes that the policy formulation and implementation were not top-down processes, but shaped by the political and social power balance among the market actors during the era under discussion. Second, the organizational representation of the merchants, experts and producers was crucial in policy-making as early as the 1940s. Besides their organizational activities, the market actors provided short-term benefits via petitioning, negotiating, sale boycotting and holding demonstrations through the period. Third, tobacco market resembled less to an arena of effective state intervention and smooth functioning under legislations. Rather, conflicts over the forms of state intervention and the institutional failures determined the relations among the market actors as well as the tobacco policies. Fourth, this dissertation reveals the compulsory levy imposed on tobacco producers for eleven years from 1947 to 1957 with a promise to establish a regulatory institution. Given the promise never kept and a substantial fund raised, the direct monetary cuts from producers were a hidden taxation practice in the Turkish agriculture. The fate of the producer fund brings the fifth conclusion of this study. Support purchases in the Turkish tobacco market were primarily financed with producers' own money. Sixth, the Turkish political authorities, including seemingly more agriculture-friendly center-right parties, were never dare enough to shoulder the structural transformation the tobacco market needed. The crisis at the end of the 1970s and the following liberalization in the early 1980s owed so much to such a lack of reform initiative for the existing market order.

Performative publicness: Alternative theater in Turkey after 2000s

This thesis looks at the alternative theater field in Turkey especially after mid 2000s which is separated from conventional theater making styles by the usage of black-box stages, new texts (translated or locally written), experimental dramaturgies and new acting techniques. The research was based primarily on long-running and deep field analysis varying from spatial analysis to interviews where the supplementary material is mostly collected from newspapers and websites. The conclusions reached were that this "new" form of theater created a significant public sphere based on tools of "performative publicness" in which different groups from various backgrounds (though being limited by class to an extent for now) can have contact with each other and their stories.

Turkey's asylum policy towards Syrians

Since 2011, following the crossing of the first Syrians into Turkey, the number of displaced Syrians has risen dramatically. Turkey's management of this migration flow has raised debates surrounding this issue. With the aim of contributing to these debates, this thesis examines the peculiarities of Turkey's asylum policy towards Syrians. The characteristics of this policy are analyzed through a comparison with Turkey's previous policy practices in responding to asylum en masse as well as the current legal and the political framework. In that regard, the legal context is examined through the analysis of current asylum-related legislation and the political context is evaluated through the revision of the parliamentary questions and discussions of the past two years. These examinations and comparisons with the past practices show the procedures and measures to be applied in the face of asylum en masse are always left at the discretion of the ruling governments and hence they are prone to the arbitrariness. This thesis contends that following this prevailing policy practice, Turkey's asylum policy towards Syrians is also built on an ad hoc basis and is dependent on the government's perception of Syrians.

Institutionalization of social assistance and means testing mechanisms in the post-2001 period

This study scrutinizes the institutionalization of public social assistance and means testing mechanisms in the period after 2001. Along with the historical process of institutionalization, the thesis focuses on the attitudes towards means testing and social assistance of various actors, with examples from the case of Çorlu Social Assistance and Solidarity Foundation. The process of institutionalization of social assistance and standardization of means testing started mostly with the initiation of the World Bank, along with the Social Risk Mitigation Project which was formed in 2001. There were important improvements in terms of the institutionalization in social assistance such as improving the institutional capacity, use of information capacities, and creating integrated database that connect the system of the SYGM both with the SYDVs and other public institutions. However, there were also persistent problems such as the fragmented social assistance programs, or being exposed to personal and political influence, despite these improvements. Furthermore, the issue is more complicated for the means test due to peculiar problems of Turkey similar to other late industrialized countries. Among these problems was lack of institutional capacity for making means test in the absence of reliable public records such as property ownership, social security and population records, as well as lack of databases on the applicants, and of the standardized and instructive criteria. Most of these problems were solved with the use of information technologies and increasing institutional capacity of other public institutions. However, the major problem of the means test, which is high informality, continues to be the main obstacle for estimating the incomes of the applicants. It constitutes the main reason of the means testing system with social investigations to be in an inhumane way. The strictness of the means test and the ways of it, as well as the target groups of the assistance programs are all questions that are closely related to the varieties of approaches to social assistance which can be seen in the difference in attitudes of different actors in the social assistance such as the government, opposition, the civil servants in the SYGM, as well as the personnel in the SYDV.

State policies on vocational high schools 1970 - 2013

This thesis examines the last 40 years of vocational high schools in Turkey. Perceived as an input for future industrial growth, the area has drawn constant attention of policymakers. Here vocational high schools are considered as the main form of skill formation in Turkey and compared with the skill formation literature. Looking at the path-dependent characteristics and the changes that occurred during the years marked by the neoliberalization of economic policies, two aspects of the persistence of the skill formation problems are analyzed: the lack of a model and a long-term strategy for vocational education and training. While tracing the components of these two aspects, it is revealed that the aspects defined as problematic and require a strategy remain the same. The state's interest on this issue continued. Furthermore, despite the neoliberal environment, vocational education remains a statist area in which the state's limitations in its commitment to the skill formation issue enabled the simultaneous occurrence of three different models of skill formation. This patchwork of different types of skill formation systems manifests the institutional continuities as well the particular way the changes were adopted. Overall, the lack of commitment to a model and a strategy complicates the institutional complementarities or relationships in the political economy. As the aspirations for a coordinated model are widely declared, the mechanisms compatible with this system are not formed. The absence of institutional complementarities between vocational schools and other realms of the political economy attenuates the chances of a viable and effective vocational education policy.

Beton siyaseti: Diyarbakır'da mekânın toplumsal üretimi, 1999-2014

This study examines the processes of production of space in Diyarbakır in the period 1999-2014 so as to explore the conditions under which neoliberal urbanism, as a certain mode of politics of space, becomes hegemonic. Analyzing the material, institutional and ideological dimensions of both the urban regeneration process in the historic city center and the suburbanization and residential differentiation in the outskirts, it reveals the ways in which hegemony of urban neoliberalization is politically constructed, the grounds on which this construction is based upon, and the interaction of imaginations, values and desires that shape these grounds. Focusing on the struggles to reconfigure the city's physical, historic and cultural landscapes, it elucidates the encounters between the "post-war" hegemony project of the historical bloc represented by the AKP and the Kurdish political movement's "post-colonial" counter-hegemony project. Recent political-economic dynamics that have reconfigured physical and social spaces of major cities in Turkey are often pictured as fixed policy packages which are disseminated from top to bottom and from center to periphery, put forward by the initiative of homogenous elites. Deployment of the notion of neoliberalism in such economistic and state-centric manner underestimates the hegemonic character of neoliberal urbanism. Against this conventional understanding of contemporary urban processes, this dissertation demonstrates that neoliberal urbanism is a conflictual, politically-constructed, twofold process of commodification and depoliticization which intrinsically contains moments of destruction and creation.

State rescaling and the dynamics of government-business relations in two Turkish cities

In recent years, many countries have witnessed a state rescaling process through the reconfiguration of power relations between the central and local governments. This reconfiguration under the neoliberal globalization also has reshaped government-business relations. This dissertation examines the emergence of the local government as a new element in government-business relations, which remains an under-researched subject in the literature. It draws on the extensive analyses of legislative and administrative changes, tender statistics, media reports, and the result of field research in two important Turkish cities, namely İstanbul and Konya. Comparing İstanbul with a middle-sized city like Konya aims to attain a better understanding of the impact of "scale-related difference" on government-business relations. The comparison of these cities also gives opportunity to examine how political cleavages and tensions within the power block at the local level shape business interest and growth. This dissertation shows that tenders of local governments contributed to the emergence and development of a new group of politically privileged business people close to municipal governments. Nevertheless, it argues that the central government still plays at least three significant roles in shaping government-business relations at the local level. First, relations at the local level could only be sustained through heavy political intervention in the tender processes through legislative and administrative changes, which requires the involvement of the central government authorities. In the Turkish context under analysis, "gradual and incremental institutional changes" are found to be important for expanding the scope of political discretion. Second, the central government in Turkey continues to carry out infrastructure projects in urban areas which also provide opportunities for the business growth. Third, it also attempts to shape business coalitions and conflicts at the local level by taking political action in favor of some groups while excluding others. Overall, this dissertation investigates both the role of the local government and the interface between central and local levels of government in shaping the capital accumulation process.

Idealist Movement in the East: An overview of the activities of the idealist Movement regarding Eastern and Southeastern Anatolia between 1965 and 1980

This thesis examines the activities of the idealist movement regarding Eastern and Southeastern Anatolia and its strengthening in these two regions between 1965, when Alparslan Türkeş became the head of CKMP, and 1980 by focusing on the participation in the idealist movement from these two regions and the movement's success in the 1977 local elections in Eastern Anatolia. The research traces the organizational efforts of the movement in Eastern and Southeastern Anatolia since the late 1960s and focuses on the questions of to what extent the party was able to find a response in these two regions as a result of these efforts and for which reasons this response emerged. In addition to these two questions, it was also aimed to examine the perspectives of the people from Eastern and Southeastern Anatolia who participated in the movement during this period on the uprisings that broke out in these two regions during the Early Republican Period and their perceptions of ethnicity. In addition to primary sources such as various memoirs, Hergün newspaper, local newspapers of the period, and books published by publishing houses close to the movement, semi-structured interviews with people from Eastern and Southeastern Anatolia who participated in the movement were also used as sources. As a result of this study, three main conclusions were reached. First, the MHP and the idealist movement as a whole generally achieved results above their national average in these two regions in the elections from 1965 to 1977, especially in the 1977 local elections, due to the "understanding of Turkishness without ethnic discrimination" adopted by the movement during these years and the perception of the idealist movement as the most influential political movement against communism at a time when communism was perceived as anti-religious by the public. Secondly, it was observed that teachers with nationalist political views and the organization of these teachers under Ülkü-Bir in the following years significantly impacted the participation in the movement from these two regions during these fifteen years. Finally, when it came to the 1977 local elections, it was observed that while the movement had made significant progress in Eastern Anatolia, in Southeastern Anatolia, it had fallen behind its performance in previous years.

Negotiating tradition and change: Sephardi Jewish life cycle practices in istanbul (1960 - 2020)

This dissertation examines how life cycle rituals—namely Brit Milah, Bar/Bat Mitzvah, and Jewish weddings—have transformed in meaning, form, and function within Istanbul's Sephardi Jewish community between the 1960s and 2020. Framing these events as a "field" in the Bourdieusian sense, the study investigates how ethno-religious cultural and communal identity is co-produced through the interaction of three key agents: religious authorities, Jewish-owned event companies, and community members themselves. Drawing on over forty interviews, archival research, and participant observation, the study reveals how these rituals are shaped by competing forms of capital (economic, cultural, symbolic), and how different actors strategically deploy these resources to influence the definition of "proper" and "ideal" Jewishness. While religious authorities emphasize continuity and modesty (Kayadez), companies introduce global trends and market sensibilities, and community members negotiate visibility, belonging, habitus, and status within a shifting socio-political landscape. Special attention is given to how rituals reflect broader dynamics, such as antisemitism, gendered expectations, and class dynamics, in connection with the transformation of communal infrastructure. Life cycle events emerge not merely as religious traditions but as dynamic arenas where power, identity, and representation are continuously negotiated.

The hegemonic restructuring of educational policies under the Justice and Development Party in Turkey (2002-2020)

This thesis examines how the Justice and Development Party has utilized the field of education as a strategic domain for ideological transformation in Turkey between 2002 and 2020. Rather than being a collection of fragmented policy reforms, the Justice and Development Party's educational interventions are analyzed as part of a coherent hegemonic project that aims to reconstruct the social and cultural order in line with a religious-conservative worldview. Drawing on Antonio Gramsci's theory of hegemony and "common sense," and Louis Althusser's concept of ideological state apparatuses, the thesis investigates how education has served not only as a technical tool but as a mechanism of ideological reproduction, consent production, and identity formation. The study employs a critical-historical and discourse-analytical approach, analyzing a wide array of sources, including legal documents, policy texts, curricula, textbooks, and official statements. It focuses particularly on the 2004 curriculum reform and the 2012 4+4+4 education law as key turning points in the education's hegemonic restructuring. The research demonstrates how these reforms have institutionalized a new form of common sense, in which de-secularization and Islamization have been presented as the natural and legitimate values of Turkish society. In doing so, the thesis sheds light on the broader relationship between education, ideology, and power in contemporary Turkey.

The historical development of museology in Turkey

The historical development of Turkish museology after 1980 will be re-searched in this thesis. The changes that happened before and after 1980 will be examined. The legal arrangements made after 1980 constitute the turning point for Turkey's museology. Law no. 2863 Code of Protection of Cultural and Natural Properties marks a drastic change in Turkish museology. "Regulation on Private Muse-ums and Their Auditing", published in the Official Gazette (no. 18289, 22 January 1984) allowed for the establishment of private museums. The number and variety of private museums has in-creased considerably since 1980. In 2000, the development of modern museology has brought new museum practices that are open to scientific applications and research. The architectural structures of the museums, exhibition aspects, and technology and management models have changed. After 2010, the number of the city, science, and university museums has increased. In addition, international exhibitions and museum awards that came with the membership to international organizations have created new sources for the change in the museum culture. With advancing technology, the mu-seum exhibition and presentation techniques have become more visitor-oriented. The use of touch screens, simulators, robots and, holograms in the exhibition areas have supported the modern new museology. The number of digital, mobile, and visual museums has increased rapidly. The increasing interest in the muse-ology in the culture industry and creative industries has led to a change in per-ception in the society. However, this has caused a lot of controver-sies about the sustainability of the development of the museums in Turkey. This thesis tries to contribute to the ongoing discussions.

The National Outlook Movement's vision of capitalist society in Turkey (1968-1980)

As the first openly Islamist movement in the Turkish legal political scene, the National Outlook Movement came into existence with the foundation of the National Order Party under Necmettin Erbakan's leadership in 1970 and, over time, became the symbol of the transformation of Islamism into a bona fide political movement. The movement attempted to produce an anti-capitalist and anti-establishment discourse so as to address the demands of those who felt excluded by the capitalist transformation experienced by Turkey in the late 1940s and 1950s, which led to major changes in the political and socioeconomic fabric. Aside from not a few genuine critiques of capitalism, its economic and social program in the 1970s formulated as "moral and material development" is very similar to capitalism in terms of proposed solutions. For instance, private ownership of the means of production and private property, which were the inherent logic of capitalism, were flatly defended on the basis of the assumption that Islam al-ready recognizes these "rights". Concordantly, while the concept of interest, defined as "non-labor earning", is evidently rejected, other forms of unethical beneficiaries such as working for someone else, hiring of wage labor and income from rent and trade are not condemned. Moreover, owing to the merchant identity of the prophet of Islam, it feels a special admiration for commerce as well as merchants. Parallel to this, since the very beginning, it has attempted to be an enthusiastic supporter of these small and medium-sized capital-owning class against big industrialists. In that regard, during the 1970s the two political parties of the National Outlook Movement refrained from pressing an anti-establishment or anti-capitalism stance, choosing ra-ther to serve as eager proponents of capitalism without mentioning its name.

A social history of rice in Turkey

This dissertation examines the transformation of rice farming before the state, the society, and the economy in Turkey between 1948 and 2018. Rice is one of the most important fields of application of the Green Revolution after the Marshall Plan is examined from a spatial point of view in three basins such as the Meriç Basin, the Lower Kızılırmak-Lower Yeşilırmak Basins and Karacadağ Agricultural Basin. Both the geographical locations of these basins in Turkey and the differences in their agricultural structures and human capital are determinative in their preference as a field study. However, apart from these basins, there has been rice farming culture in South Marmara, Adana, West and Central Black Sea sub regions. In other words, this dissertation both explains the story of agricultural transformation in a historical process and presents a comparative perspective among these basins on a spatial scale. Therefore, this study can be evaluated in the fields of economic history, social history and environmental history. The main claim of this dissertation is to prove that thanks to the biological and agricultural properties of rice, it is a historical actor that directs the state, society, and the economy. On this basis, this study is far from putting sharp boundaries between nature and society and the anthropocentric historiog-raphy. In this context, this study examines the subject by putting the reciprocal relations and interests between the desires of human beings and the biological and agricultural requirement of rice into the center. The main purpose of this study is to explain the bureaucratic, economic and social networks of rice from its cultivation and harvest to its processing in to paddy and consumption. The main findings of this dissertation are that rice is a social, cultural, economic, artistic and bureaucratic commodity. In this context, rice requires specialized and intensive labor to collaborate with society, the state and mar-ket actors to be able to spread and carry its genes into the future. Besides, acquisition, nutrition and profit underlie in the desire of a human being toward rice. To sum up rice with one word, it can be conceptualized as the crop of controversies. As a matter of fact, it is too difficult to find any other crop that accommodates collaboration and conflict of interest and also the bureaucratic control in the cultivation of rice and free market economy in the sale of rice at the same time.

Tax revolts in the Late Ottoman Empire: Conflict, negotiation, pacification 1876-1908

This dissertation examines the reactions of the Ottoman society against the new taxes implemented in the beginning of the 20th century and the provincial governors during the reign of Sultan Abdulhamid II by focusing on the various repertoires of the society. The dissertation analyzes the centralization re- forms of the central bureaucracy from Tanzimat to 1908 and traces the reactions of the urban society as the negotiation practices with the state bureaucracy to define the limits of central power in the provinces. Further- more it analyzes how the dynamics of urban politics were shaped in the Ottoman borderlands during the late Ottoman Empire. Based on Ottoman and British sources this study demonstrates that the fiscal and political centralization of the empire was not a top-down process but a result of the bargaining process between various actors of the empire. This study illustrates this point by focusing on the resistance against the new taxes, the problems caused by social, economic and climate conditions and centralization reforms of the local bureaucracy in Kosovo, Erzurum, Bitlis provinces and the cities around them. In that sense, this study is a contribution to the Ottoman social, cultural and economic history of the Ottoman borderland.

The massacres of 1909: Violence in revolutionary context in Adana and its hinterland

This study is a reconsideration of the Massacres of 1909 in the light of the ethnoreligious relations in four urban centers (Kayseri, Maraş, Zeytun, and Antakya) from its hinterlands. Based on mainly Ottoman, British, and American Board Commission archival documents, it scrutinizes the history of these urban centers in the first year of the Young Turk period and explains the two massacres in Adana town center with the conclusions drawn from them. Demonstrating the ethnoreligious tensions, the protests against local governments, the role of religion, the agency of the commoner Muslims, and the power of Muslim notables between the Revolution and the Massacres; the study calls for a reevaluation of some predominant paradigms of causation, which are the dominance of the center over the regions, base over superstructure, and patrician over plebeian in interpreting the Young Turk regime's abstract principles, specifically on the rights of Ottoman Armenians. Also, the study investigates the relationship between the Massacres and the 31 March Incident and suggests going beyond the historiography that belittles the conception of reaction by dividing it into three stages: absorption, antirevolution, and counterrevolution. The study argues that Massacres of 1909 were reactionary movements in the stage of anti-revolution, and their potential of turning into counterrevolution was a vital factor in making the already reluctant Young Turk policymakers abandon the realization of universalist principles regarding Ottoman Armenian rights.

This study examines how politics and law became secularized around the concept of the Meşrutiyet in the Ottoman Empire, focusing on how the constitutional debates were held between 1860-1911. This work is made by analyzing the written texts in which the concept of the Meşruti-yet was discussed by using the Critical Discourse Analysis method. For this reason, our discourse analysis, starting from the texts of New Ottomans such as Namık Kemal and Ali Suavi, etc., includes the texts written during the reign of Abdülhamid II and the discussions on Kanun-u Esasi in 1908 and later. What draws attention in all these texts is the efforts of the actors demanding the Meşrutiyet regime to legitimize the Constitutional regime by predominantly referring it to Islam. By referring to traditional/classical Ottoman legal-political concepts such as Siyaset, Siyaset-i Şer'iyye, Şura, Meşveret, it has been claimed that the constitutional regime is actually nothing different from the traditional Ottoman politics-law practice. However, the historical process and cultural aura of the constitutional monarchy practice and the traditional/classical Ottoman legal-political practice are both ontologically and epistemically different from each other. This difference was ignored and analogies are made between different concepts/practices and it is assumed that they were the same. However, these analogical approaches transform the traditional/classical Ottoman legal and political thought in the field of practical politics-law and cause it to be secularized.

Crisis of the reformist ideal: A critique of Ottoman narratives of crisis on 1875-1876

This study aims to analyze the narratives of Mithat, Cevdet, Mahmud Nedim Pashas, and Ahmet Mithat Efendi regarding the economic, political, and international crises of the Ottoman 1875 and 1876 as founding narratives of the Hamidian Era. It suggests that in these narratives ideological bifurcations of the Tanzimat era were reconstructed to shape the following political regime, since, at the time, the current political status quo was shattered within the empire and the international arena. Based on political treatises, memoirs, and chronicles, it discusses the intertwined nature of the internal political struggles of the Empire after the death of Ali Pasha in 1871 and the rivalry between a liberal Britain and a monarchist Russia in the international arena. It shows that the political figures of the period who saw the crisis period as an opportunity for promoting their political ideals reconstructed these crises through their narratives. Thus, the main goal of this thesis is to show that the essential crisis of the period of 1875-1876 was a regime crisis that emerged from the shattering of the Tanzimat status quo within the empire parallel with the shattering of the Euro-pean balance of power.

Murder in the family: Law, order, and criminal justice in the nineteenth century Ottoman society

This study deals with the murders committed within the family in the Ottoman provinces in the second half of the nineteenth century. Based on Ottoman archive documents, it focuses on the conflicts of various family members with each other and various reckonings both within the nuclear and extended family, from a socio-legal point of view and without any regional restrictions. The study claims that the ties that held the family together were extremely sensitive and fragile and that the family had both compassion and brutality in itself, with various paradoxes. The fact that we were able to obtain detailed information about the Ottoman provincial family and the word-for-word statements of family members from their mouths was a result of the judicial reforms that took place in the second half of the nineteenth century. Since this study, which presents a multi-layered portrait of the Ottoman provincial family through the nizamiye court records, is shaped on various family anomalies, the portrait presented is far from the claim of a full-scale family portrait. This study also tries to understand and make sense of ordinary people's mentality regarding their roles in both the domestic and public spheres. The way ordinary people customize the events in their minds, and the sub-judicial solutions they develop constitute the main axis of this study. Finally, this study reveals how the two courts operate in murder cases that fall into the common domain of both sharia and nizamiye courts in the new judicial order.

Historical evolution of scientific knowledge in Turkey: The discipline of economics from the 1930s to the 1960s

This dissertation analyzes the historical evolution of the economics discipline through the publications of Istanbul University Faculty of Economics and Ankara University Faculty of Political Sciences in between the 1930s and the 1960s. This period, from the foundation of the Faculty of Economics till the new mainstream was established by the neoclassical synthesis, represents a blurred era during when the discipline of economics was shaped by various social and political factors both locally and internationally. In formation of the teaching of economics and economic thought at the university level, this study concentrates on the roles of academic economists who appeared as the main actors in the translation process of the current economic theories and the precepts of various schools of thought into local. Based on a detailed textual analysis on the university publications, this study examines in what ways and to what degree this translation was materialized in the local context, as well as how the economic knowledge, the scope and the components of the discipline of economics were conceptualized by academic economists in the zeitgeist. This dissertation argues that this reception/translation process that shaped the evolution of economics at the educational field went beyond an effort of imitating the experience of developed countries, but shaped by the utilization of eclectic methods within the context of local peculiarities, which reflects the influence of the value-added by academic economists.

The making of cultural field in Turkey and Syria in the 2010s

This thesis examines the field of cultural production in Turkey and Syria in the 2010s. Employing Pierre Bourdieu's theory of the field of cultural production, this research delves into the primary actors, institutions, and factors that influence cultural production in Turkey and Syria, as well as the challenges and transformations faced by the field. Analyzing how social crises influence the emergence and autonomy of the cultural production field in politically unstable settings, this study aims to consider how the field theory can be adapted and contextualized to address the region's distinctive features and challenges adequately. This study also seeks to comprehend the interplay between the cultural production field and the field of power by scrutinizing actors' habitus, along with their respective positions, roles, and strategies. Lastly, this thesis considers how the notion that the cultural production field inherently evolves towards autonomy might be affected by specific social and cultural conditions. This thesis is based on semi-structured interviews conducted with actors engaged in cultural production field.

Market reconstruction in Turkey: From sugar market to sugar beet farming

This dissertation investigates the reconstruction of the Turkish sugar market within the context of neoliberal globalization. It adopts a socially and politically constructed view of neoliberalization and analyzes the reconstruction process and emerging market dynamics at both national and local levels. First, the study examines the trajectory of sugar production, tracing its shift from a state monopoly to market liberalization after the 1980s. The historical functions and uses of sugar production, and also beet production providing farmers with a reliable source of income made the market reconstruction a process harboring conflicting logics, interests, and actors. Second, through field research conducted in Konya, the study analyzes the consequences of market reconstruction on beet farming in the local context, highlighting the transformation of agrarian Turkey. Production quotas, adopted as the main tools for reorganizing production had tremendous effects in the local context. Within a context of increasing financialization of agriculture, beet becomes essential due to the networks and opportunities it provides, allowing farmers to sustain their livelihoods despite their disadvantaged market position. However, during its trajectory, beet also transformed from a primary income-generating crop to a commodity produced not for its profit but for secondary benefits. Overall, this research sheds light on the reconstruction of the Turkish sugar market, offering insights into the complex dynamics of neoliberal globalization and the role of sugar beet in farmers' livelihood strategies.

Milli Mücadele Döneminde mitingler (1918-1920)

I. Dünya Savaşından yenik çıkan Osmanlı imparatorluğu, 30.Ekim.1918 tarihinde, galip devletlerle Mondros Mütarekesini imzalamıştır. Müdafaa-i Hukuk düşüncesinden haraket edilerek düzenlenen mitinglerde, İtilâf Devletlerine, Amerika Birleşik Devletlerine, Padişaha, Sadrazama ve diğer makamlara çarpıcı mesajlar verilerek Türk ulusunun uğradığı haksızlığın ortadan kaldırılması istenmiştir.

Osmanlı Devleti'nin I. Dünya Savaşı'ndan yenilgi alarak çıkması sonrasında imzalanan Mondros Mütarekesi maddelerini gerekçe gösteren İtilaf Devletleri Anadolu'da işgallere başlamıştır.

O dönemde her ilde Polis Müdürü yoktur.

II.
