In the imperial council financial book dated H.951/M.1544-1545 the districts and villages of Rumelia are dealt rather than financial issues and assignment records. Therefore it is possible to figure out the events occurring on these dates. In the book mentioned above transcription, document summaries and index of sixty pages between 224-283 were prepared. The summaries of document are given in the first section as a table. Key words: Rumelia, Ottoman Empire, complaint, assignment, finance
