The Ottoman State had survived six centuries with powerfull central and province administration. The gold ages of Ottoman State cover XVth and XVIth centuries. After this period Ottoman State had begun to change as well as the World.Either sixteenth century comprises the period of rise and or fall. When I glance at the relationship between Ottoman center and Çirmen, I can see this change clearly. The Fermans and Berats between Çirmen and Ottoman center connect with tax, judice, security and the system of timar. In this period the action against the central authority had risen. In contra to this situation, central administration tried to save the former position with ferman and berat sent to provinces.
