Abstract (EN)
In this thesis, it is intended to discuss and investigate how the financial responsibilities of public officials begin and the scop of this responsibility by doing a research on 1982 constitution and other legislation as well as doctrine.While public officials perform their duties, the use of public resources efficiently and effectively is important. Moreover, if the public officials exceeds his responsibilities identification of these limits in the legislation due to the rule of law as stated in the contitution.The subject is analysed in two parts. In the first part terms of responsibility and public official are in general, whereas in the second part sources which determine the responsibilities of public officials by taking into account the core factors that identify and design boundaries of the responsibilities of them. In the last part, financial responsibilities of public officials in Turkish law is assessed and some suggestions are made.Key Words1. Public official2. Responsibility3. Financial responsibility4.
