Abstract (EN)

Administration has undergone changes over time for different reasons such as social and economic reasons, the requirements of the age, and needs. Open government, based on the principles of transparency, participation and accountability in governance and involving the effective use of digital tools and equipment, has become particularly influential in the post-2000 period. Open government term which has evolved with both national and supranational developments, is now used in the governments of many countries such as Sweden, the United States and the United Kingdom. Especially with the establishment of the Open Government Partnership in 2011, which has a supranational character, the sphere of influence of open government has expanded. Turkey has been affected by the concept of "open government" as a country that has been a member of the Open Governance Partnership and experienced the inactivation of its membership. However, this impact is not only related to the Open Government Partnership but also includes the period before. Therefore, the study focuses on the post-2000 period, which mainly affected the Turkish public administration. The aim of this thesis is to reveal open government, its development and its impact on Turkish public administration and its pratices. In the preparation of the study, the method of analysis through literature review was preferred.
