Examination of temporary accommodation process during and after disaster with FRAM: The example of Elazığ Culture Park

Turkey is a country with active fault lines. Although the fault lines do not affect the whole country to the same extent, they have a great impact on the country. Necessary planning should be made before, during and after the disaster in order to minimize the damages that will occur after the disaster. Another important issue of disaster is disaster management. If the disaster management process is managed in the best way, the damage and damages caused by the disaster can be minimized. This thesis study aims to conduct some analyses on taking precautions before the disaster occurs and overcoming the process with healthy, rational ways and methods during and after the disaster. Determining the locations of emergency assembly and temporary shelter areas to be used after disasters in the city is one of the most important issues of urban planning and disaster management. The Functional Resonance Analysis Method (FRAM) is an analysis method that allows all these items to be analyzed together. FRAM is a method that provides detailed information about how a situation is or will be, helps to make suggestions about the inter-variability connections and how these connections can be managed by identifying all functions, defining variations, without separating people, structure, organization. In this study, how to plan the intervention works during and after the earthquake was analyzed by creating an earthquake scenario. The obtained data were modeled in the FRAM Model Visualiser program. Elazığ Kültür Park, whose study area was selected, is shown on the proposed layout plan after the disaster. In addition, temporary accommodation units were designed and planned to be used after the disaster.
