In the contex of urban mitigatinon planning, approach of GIS based spatial planning relevant with geological risk assessment: Case study of Bartin city

Since our country is located on a region that is prone to the risks of natural disasters like earthquake, flooding and avalanche; a majority of the residential areas are facing these risks at various levels. Determination of these risks beforehand and taking action in order to decrease the vulnerability levels of the residential areas will help keeping the damage at the minimum level in the case of disaster.Urban planning decisions which are made in accordance with the vulnerability studies aiming the determination of natural disaster risks will not only help prevention of the loss of life but also will help decreasing the negative social and economical effects of the disasters.In this context, disaster sensitive planning approach becomes important. The main object of the disaster sensitive planning is; making the design of the urban planning a dynamic and problem solving process that will provide healthy, secure, livable environment and include the risk mitigation precautions.In the scope of this study; determination of the disaster risks within the context of urban planning was made and minimization ways of the damage caused by the disasters with the precautions achieved during the urban planning was evaluated. The Bartın City has been choosen as a case study since the city is prone to both earthquake and flooding.The precautions which has to be taken before the disaster in the Bartın City are discussed within the context of the disaster sensitive planning approach, City Development Master Plan and Settlement Suitability Map which include the present residental areas of the City are verified by GIS analysis. Urban disaster risk and vulnerability levels are evaluated for each risk sector and each area utilization decision.
