Abstract (EN)
The success of disaster management is possible with an effective preparation from the smallest unit to the largest unit. In this process, it is essential to analyze the needs of each unit, strengthen their weaknesses, and increase their capacity to cope with disasters. In this direction, this study, which is carried out as a doctoral thesis, covers the decisions regarding the improvement of the processes in the first 72 hours of the three stakeholder groups that have a critical role in the disaster management process. In the study, the health service delivery potential in disasters of provinces was evaluated relatively (Data Envelopment Analysis), a mathematical model approach to determine the optimum drone location in a region with a large number of settlements, and a decision support system for determining the contents of personalized emergency kits in individual preparedness for the first 72 hours of disasters, has been suggested. It is expected that these studies contribute to efforts of coordinator units on rapid impact assessment, supply of drugs, food, etc. to the stranded areas, the fast and reliable rescue of the stranded, and to studies of the Ministry of Health to evaluate the health service delivery potential in disasters of the provinces and to determine the priority areas of each province in capacity building, and to the efforts of strengthening the resilience and the disaster capacity of societies by assisting to the step of individuals preparing an emergency kit. In addition, it is thought that these approaches will give ideas to decision makers at strategic, operational and tactical levels, and scientists.
