Abstract (EN)
In order to increase the efficiency in the market, to improve the level of competition with foreign investors and to overcome some steps such as the middle income trap, governments intervene in the market indirectly or directly with their policies to ensure socio-economic development. These interventions are planned through programs determined in line with the objectives. The types and budgets of financial support programs are increasing day by day. After the support started to be provided and the dissemination efforts, the extent to which the supports reached their goals, whether they were efficient or not, the degree of their effectiveness and the effects they created began to be discussed. Programs can be redesigned according to the results of the evaluations, and applications deemed unnecessary are abolished. Until today, many programs around the world have been evaluated with quantitative analysis methods and the results have been evaluated and published. Obtaining different results with similar data reveals the necessity of working on methods for program evaluators. The expansion and diversification of support programs is another factor that increases the importance of these studies. In his thesis, by applying the multi-criteria decision making (MCDM) methods to the Çukurova Development Agency social development and infrastructure financial support program carried out between 2010-2015, we are providing a review of the policies determined during the program design.
