Abstract (EN)
Environmental problems have increased with the development caused by technology and have become a threat to human life, especially after the Industrial Revolution. Although the concept of climate change is one of the natural processes of the world, this change experienced today has now gone beyond the natural process and has become an "ecological crisis" caused by humans. The historical culprits of this crisis are developed countries. The decisions taken and policies implemented by actors in the international arena are very important in order to prevent the crisis from threatening human life any further and to protect the natural process and the environment. This study focuses on the policies of the United States, which is one of the countries that produces the most greenhouse gas emissions and can be considered the beginning of the capitalist system that causes the ecological crisis, and the European Union, which includes five different developed countries. Questions such as what actors pay attention to when implementing climate policies, how they make and implement these policy decisions, and the reasons behind the policies they cannot implement have been sought. The main purpose of this study, which is conducted through a literature review, is to reveal why the global policies have failed to achieve success due to Neoliberalism and capitalism, and why ecosocialist policies should be adopted to stop the climate crisis.
