Abstract (EN)

The aims of the Constitutional Theory of Economics, the theoretical infrastructure of which is public choice; to ensure discipline in the economy, to control the arbitrary decisions of the states in the economy with the constitution, to protect the existing rights and freedoms of the citizens with some limitations. When the constitutions of the countries within the scope of the European Union are examined, we can see that the fiscal rules were implemented in the 1990s. In our country, on the other hand, it started to be implemented in a longer time, in the 2000s, and in a narrower scope compared to other countries. In this study, it is aimed to reveal the existence of financial rules, their benefits and harms, and to what extent they should be included in practice within the framework of constitutional economics. Keywords: Public Choice Theory, Constitutional Economics, Applicability in Turkey
