Abstract (EN)

Sea transportation is a less costly method than transportation methods such as air and road, and the increase in competition conditions increases the use of the sea route for transportation and commerce and therefore the usage of the maritime industry. The increased use of sea routes also have increased the need to take more precautions in the protection of maritime safety and the prevention of sea accidents. Worldwide; in every country, there are responsible authorities to response in cases; such as breakdowns, accidents, etc., which have occurred during the navigation, in the territorial waters of this country. These authorities are ready to begin their maritime search and rescue operations by responsing in a short time with their own personnel and vessels. Because; the survival of the victim depends on the speed of search and rescue services. In Turkey; Turkish Coast Guard Command with military status, which is conducted by The Ministry of Interior, and General Directorate of Coastal Safety with civil status, which is conducted by Ministry of Transport, Maritime Affairs And Communications, have been appointed for maritime search and rescue operations. In this context, General Directorate of Coastal Safety is ready to response in case of an emergency with the sea vessels and personnel in the area. Sea vessels are stationed at the maritime search and rescue stations of this organization. By this study, it was aimed to make a location selection for the establishment of a new maritime search and rescue station in the area between Çanakkale and Bababurnu in Aegean Region that is in the assigned area of this directorate. In this study; as mentioned above, it is aimed to determine the location of a new maritime search and rescue station among the alternative places so that the maritime search and rescue services can be provided more quickly and efficiently in terms of safety of the victims. The criterion obtained by the literature review and the expert opinion was examined at the station location. In the multi-criteria decision making section, ranking is decided by interval valued Pythagorean Analytic Hierarchy Process and alternatives to be converted into numerical values by using fuzzy linguistic expressions and be attempted to mathematically best choice among alternatives. Scope of work; firstly the information on related international agreements to which Turkey is involved in the maritime search rescue service will be given. In the following, it will be given general information about the organizations in the countries that have come to prominence in maritime in the world and examples in terms of features, location and number of vessels and stations are presented. Continuation of work; criteria to use in the selection of the location of the relocation station and the expertise of the literature study and the expert. These criteria are briefly explained in terms of non-confusion. In this study; two main criteria have been defined, one of them is operational criteria, and the other one is strategic criteria. Operational criteria are the criteria, which are thought to affect the ability to response in a sea accident in the use of the station. In this study, maritime accident frequency, sea and weather conditions, compliance with constraints, transportation and operational costs were determined as operational criteria. Strategic criteria are the criteria that are determined by considering the long-term use of the investment and the lack of compensation due to the fact that the investor is a public institution. These criteria are population density, safety, coverage, marine traffic density, other environmental conditions, and plant installation costs. The continuation of the study; criteria which are derived from the literature survey and expert opinions to select the location of the maritime search and rescue station among alternative places. These criteria are also briefly described in terms avoid the ambiguity. In the fourth part of the study; literature was searched and it was stated which methods were used more frequently in choosing the place of establishment. Location selection is a strategic investment decision that has long-term use and that affects the competitiveness of the business. It is difficult and costly to change because it is a long, cyclical and strategic decision. Also involving a large number of criteria other than just site assessment and requires a compromise between these conflicting criteria makes it a complex decision making process. By this way, decision maker that feel the pressure about not only select the best place to meet the demands but also decrease the costs. In addition to the cost, it also includes factors affecting the operation of the institution, namely the choice of the place of the station because of the inclusion of humanitarian missions and the non-profit motivation. Literature survey about the location selection has indicated that the application steps of Analytic Hierarchy Process, Analytic Network Process, ELECTRE (Elimination Et Choix Traduisant la Realite), TOPSIS (Technique for Order Preference by Similarity to Ideal Solution) and VIKOR (Vise Kriterijumska Optimizacija I Kompromisno Resenje) methods are most frequently used in decision making methods. At that section these methods are explained and . At the same time, the articles about them that are cited mostly in the other articles are listed and information is given about the implementation steps of these methods. In the fifth chapter, firstly, brief information about fuzzy sets is given and the development of the interval valued Pythagorean fuzzy Analytic Hierarchy Process method to be used in the study is mentioned. In 1965, inherent in human judgment in decision-making process and the use of linguistic terms with uncertainty and imprecision have revealed the degree of membership of fuzzy set theory to deal through by Zadeh. A fuzzy sets is the class of objects that have membership levels. Function of the normalized membership takes values between 0 and 1. These degrees indicates the stability level of the specific elements of the fuzzy set. Variables that express values in words or sentences on a natural or artificial language are called linguistic variables. For example, if values rather than numbers as above "young", "very young", not young "as the fuzzy variable" age "is a linguistic variable. The concept of linguistic variable enables approximate characterization of events that are complex or inadequate when classically quantified. Main applications of linguistic approach; especially in areas of artificial intelligence such as linguistics, human decision processes, image recognition, psychology, law, medical diagnostics, data collection, economics and related fields. On the other hand, these ordinary fuzzy sets (Type I fuzzy sets) can not directly model the uncertainties encountered when the membership functions are determined by an expert and are based on the perceptions of the users by linguistic variables, because the membership functions are completely certain. Hovewer, Type II fuzzy sets can model such uncertainties because membership functions themselves are fuzzy. Interval valued Pythagorean fuzzy sets are a kind of Type-II fuzzy sets. In the implementation section, the data, which is derived from expert opinions is used to rank alternatives by using interval valued Pythagorean fuzzy Analytic Hierarchy Process. As a result; fuzzy sets and Analytic Hierarchy Process are integrated to select a location for a marine search and rescue station in this sudy. This method is used for the first time in this area
