Abstract (EN)

With the rapidly increasing population and the development of technology, the quality of life is also increasing. With the increasing quality of life, the needs and requirements of people are increasing. These increasing needs are decreasing natural resources day by day. Therefore, it is necessary to use natural resources efficiently by recycling recyclable waste and reducing material consumption. Glass, metal, paper and plastic packaging is obtained by using natural resources such as trees and oil in the production phase. Recycled materials can be used as primary or secondary raw materials in the production process of various products as a result of separating and recycling the packages put on the market after they become waste. Thus, the consumption of natural resources can be reduced by using less natural resources. For example, recycling paper that is used frequently in daily life and becomes waste can prevent an average of 25 million trees from being cut down annually. The fact that people know this increases their awareness of the environment. With the increasing awareness and interest of people, government agencies are expected to be pioneers in recycling. While the importance of recycling is increasing day by day, the collection and transportation of recycling wastes is also gaining importance for local governments. For this reason, good management of the collection and transportation of recycling wastes is of great importance in terms of cost, time and environment. Otherwise, significant problems may arise in terms of time waste, excessive fuel consumption and environmental health. In this study, an effective road route is determined by optimizing the green logistics activities with reverse logistics in the transportation of recycling wastes in the state institutions in the Antakya district of Hatay to the Hatay Antakya Waste and Recycling Center. This will reduce the collection and transportation costs and time, and therefore the exhaust gas emitted from the vehicles to the environment. Optimization methods to be used within the scope of the study are Tabu Search Algorithm and Simulated Annealing Algorithm within the scope of geographic information system. The optimization results made with the two methods determined at the end of the study are compared. As a result of the optimization analysis with the geographic information system, the shortest route is 32 km. As a result of the optimization analysis made with the Simulated Annealing Algorithm, the shortest route is 32.284 km. When the results of the two methods are compared, it is seen that the analysis made with GIS gives better results than the analysis made with the simulated annealing algorithm. In such optimization studies, it can be used in two methods depending on the subject.
