Abstract (EN)

Even, European Communities have been established for economic entegrity at the first instance, the tendency of politicial entegrity accuited some wight in the Communities as the time goes by. In that context, fundamental right and freedoms gain some importance as well. As the Establishing Treaties don?t contain any specific provisions on fundamental right and freedoms, it was only agenda that the Communities institutions may violate the human rights while they are using their extensive authorities. Although The Court of Justice of European Communities has some jurisprudence on human rights, they didin?t serve the needs completely. Protection of human rigts in the European Union has gain a new perspective. Our study consist of five chapters. In chapter one, the consept, progress and protection of human rights have been examined. In chapter two, the initiatives taking by Community institutions on the protection of human rights, the regulations about the human rights in the Establishing Treaties, and CJEC jurisprudence on human rights till the acceptance of Charter of Fundamental Rights in the EU have been analised. In chapter three, the cooperation between the EU and non member states and international organizations on human rights has been examined. In chapter four, progress, the scope, and the status of Charter have been handled. In chapter five, the relationship between European Convention on human rights and the Community Law has been dealed. The place of Convention in the Community Law, EU accession to the Convention and the relationship between the Charter and Convention have been analised.
