Abstract (EN)

This thesis researches "Instrument For Pre-Accession Assistance For Rural Development – IPARD" which aims to create insfrastructure for Common Agricultural Policy by speeding the developments up in rural areas within the process of adaptation to the European Union of Turkey. The primary purpose of this study is to analyze the problems of the sectors (agriculture sector, service industry, tourism sector) involved in the supports of IPARD which have been implemented in 42 cities of Turkey since 2012 and the economic effects of the programme on rural areas. The second objective of this study is to create a road map for potential individuals and organizations, coming from 81 provinces in the context of the IPARD support, announced by the Agriculture Rural Development Support Agency, for the upcoming deadlines in order to benefit from the application – approvement and sustainability phase of the institutional framework. Within the extent of the desired purposes, in this study in addition to the examination of the legislation applied during the IPARD process, examples of projects which were carried out in the past by the support of IPARD are evaluted with project consultants and it is tried to underline the issues about the programme that need to be enhanced.
