Abstract (EN)

The Council of Europe which serves as the basis fort he democracy and affects Europeans? lives in different ways is an international organization. The aim of the Council of Europe is to achieve a greater unity between its members fort he purpose of protection of the principle of the rule of law, personal independence, and politicial freedom. Congress of Local and Regional Authorities of Europe, one of the organ of The Council of Europe, for which regional and local managements are representative wants these managements to insert in working at the process of European Union , to improve perform of the managements, especially, to be forced cooperation between buoundary zone in Europe. In this process, cooperation becomes vital issue. Therefore, The Council of Europe wants to tell transfrontier cooperation. Europe Skeleton agreement which is about transfrontier cooperation is prepared to make easy cooperation for people living in boundary zone or for the managements in these places. The base of this agreement is to develop cooperation between members of The Council of Europe and to make close these members to each others. To reach the target, regional, urban and rural development, protection of environment, improvement public facilities and services and mutual assistance at the urgent events and the importance of cooperation are vital themes. At this working , all that points transfrontier cooperation are analized both national and international area. Researching ability of transfrontier cooperation is the fundemental point of this working.
