Abstract (EN)

Parliamentary regime involved to our Constitutional Law after the modification performed in 1909 for 1876 Constitution, after this date executive power was empowered by continuously taking some power from legislative power.Constitution enacted in 1982 emphasizes that ?authorization? and ?assignment? of execution shall be executed by the President and Cabinet as compatible with the Constitution and Laws.With 1982 Constitution, the status of Cabinet and especially Prime Minister and President involved within the executive power has been empowered by granting major authorizations to them.Cabinet has many assignments and power granted by Constitution and laws. Cabinet utilizes these assignments and power by arranging and individual transactions.In Parliamentary systems the qualification of assignments and power owned by governments bears major importance just as methods of realization of these assignments and style of utilization of powers. In our country, working procedures of Cabinet implemented in different ways in every government periods.
