Abstract (EN)

As a general definition, privatization is the transfer of assets, which are directly or indirectly owned by the public, and the concession rights to the private sector. The privatization movement coincides with the beginning of the practice of reducing the weight of the state over the economy in parallel with the re-expansion of the free market economy in the world after the 1980s. While privatization in our country began in the 1980s, real progress has been achieved in the last 18 years. Especially with the privatizations carried out in the last 15 years, the state has withdrawn from many areas of the economy. While this withdrawal is provided, the state achieved $72,6 billion privatization revenues. Turkey experienced in privatization applications are not limited to companies affiliated to the central government, the municipal incorporations are being privatized. In this process, some MOEs are privatized by the municipalities they are affiliated with, while others are privatized by the privatization administration. The municipalities have experienced serious difficulties in doing this, so some privatize could not put into practice. In this study, problems which experienced in the privatization of MOEs in Turkey were identified. As a result of the evaluations made in consideration of these problems, a legal amendment has been emphasized. As a result, it has come to the conclusion that privatizations of MOEs have to be done by the administration of privatization.
