Responsibilities of municipalities in disaster administration process

Disaster administration and basic concepts of disaster management have changed from past to present, with conferences and meetings such as the Hyogo Framework Action Plan, the Yokohoma Strategy and the Action Plan for a Safe World. Turkey has made a lot of changes in disaster management in keeping up with these changes. In our study, the mechanism of disaster management was analyzed and the legislation relating to disaster management was analyzed, and our views on the applicable mechanism and legislation were expressed. In the final part of the thesis observations and Turkey's analysis in the dissertation were performed within the limits of the survey study. In our survey, some questions have been asked about the participants' overviews about the disaster management process in Turkey, their thoughts about whether municipalities fulfill their responsibilities or not, and whom they consider being the first-degree responsible in the disaster management process. 546 people participated in our survey and the results were added to our thesis by interpreting the answers given by the participants using the SPSS program. The results of the survey and the information obtained from the field research and other studies and findings in our field have been compared and the discussion and conclusion parts have been prepared.
